The Town is decorated for the Party, it’s pretty cool.

You can find the hats by clicking on the fan above the cake in the Coffe Shop. This blows away the cake revealing the hats!!

You can also get the light blue ice cream aprons in the coffe shop.

The pin is located in the second floor of the Night Club:
